NY HIMSS Advocacy Update

Our chapter has been engaged in planning another advocacy event in Albany. Though we had planned on conducting the event on February 3, 2009, the planning committee has chosen to defer the event to May 2009. A more specific date will follow.
While NY HIMSS is leading the effort for this event, there are many co-sponsoring organizations. These are: The Medical Society of the State of New York (MSSNY), American College of Physicians (ACP), Adirondack Area Health Information Management Association (AHIMA), Hospital Association of New York (HANYs), Greater New York Hospital Association (GNYA), The Health Plan Association (HPA) and New York eHealth Collaborative (NYeC).
The committee has selected a theme of Physician Adoption of Electronic Health Records. There is a white paper, now available on our web site that will be used to assist in communicating the challenges and opportunities in sustaining adoption of EHRs in physician practices.
There was careful thought given to the best timing to conduct our advocacy event. Given our focus will be mostly awareness and education rather than a specific agenda of requests; it is highly likely this message will get drowned out in the expected frenzy of budget lobbying within the Senate and Assembly. Further, many of our co-sponsoring organizations have immediate concerns for their constituents that require resources and commitment. Therefore, we collectively decided to defer the event to later in the spring.

NY Requires Interoperability for Hospitals’ New EMR Systems
As part of its certificate of need (CON) process, NY is now requiring that hospitals invest in major clinical information technology to enable communication with the developing Statewide Health Information Network for New York (SHIN-NY).
This new requirement became effective December 11th when the State Hospital Review and Planning Council approved an application by Mount Sinai Hospital in New York City to spend more than $34 million on a new inpatient medical records system.
NY is the first state to use the CON process to foster interoperability of health information systems. The State department of Health’s Office of Health IT Transformation is developing the SHIN-NY architecture. The SHIN-NY is NY’s internal version of the National Health Information Network (NHIN).
NHIN Advances Foundation for Interoperability HIE in 2009
The 5th National health Information Network Forum, held last month in Washington, DC showcased the groundbreaking work of the Nationwide NHIN trial implementation which began more than 14 months ago. This work performed by members of a public-private NHIN Cooperative lays the foundation that will serve as the next step toward nationwide interoperable HIE.
In 2009, the NHIN will go online and begin to exchange live data with organizations that are ready to exchange HIE using NHIN standards. Starting next month, the Social Security Administration (SSA) will begin electronically processing social security disability determinations with MedVirginia, a NHIN Cooperative member.
